It's water resistant but not water proof.

I am confused about this part. Any example for it?
What I meant by this was, if you have anything in your first aid kit that could be ruined by dampness or outright getting wet. then the plastic pocket would act like a dry bag. For example, smelling salts, those square bandages that are sealed in paper packaging. Or even if your carrying a paper map. It's just a section you know will be dry in the event your in a wet scenario.

This is how it looks like when it's set up. How is it. Any idea for it?

So it's to make this area (marked in red color) as a dry bag and use the PVC material. right? Is the plastic pocket you mentioned soft or hard?

Did some changes based on the suggestions from my colleague.

Overview

1. Adjust all the elastic strap into 1.5" wide and use bungee cord for large stuff;

2. Mesh pocket removable;

3. 2 mesh pockets;

4. 4 tool pouches;

What do you think about this change?

This thing looks cool and mesh pockets are great idea. Maybe add mesh pockets behind the tool pouches and part with elastic band? Non zippered, just slits.
Behind the tool pouches there has a zipper pocket already. Also the mesh material can't support the stitiches of these pouches.
