So this is a horizontal belt mounted pouch with rows of Molle on the inside? What Did you have in mind as far as the contents that fit in this? (I only ask because I have a few suggestions.)
I´m sorry... I only answered half the question. I originally envisioned it to hold medical supplies like medication vials and surgical equipment. However a friend of mine mentioned it would also make a great lockpick pouch so I realized it would have many applications. Since the bungees could be adjusted individually it could hold pretty much anything flat that fits the pouch. What were you thinking of?

I was thinking something different, I didn’t realize this was more like a field surgeon kit.
I wanted to do an insert that mounts into a pouch sleeve for a belt blowout pouch.

You mean there would be an IFAK insert going into the pouch? I could think of something similar to the MED1 Pouch by TRex Arms:

Since the inside of the Omnivore Pouch is completely modular and has no pre-sewn loops this could be accomodated fairly easily!

I feel an insert system could be designed for this. I personally am looking for something like this but what I designed is a bit larger to accommodate chest seals.
I'd love to see your ideas. As for chest seals most of the guys I know use the Hyfin Vent Compacts by North American Rescue. Larger seals can usually be folded. I think the width of the pouch should be enough to accomodate at least the compact variants.

it would be an elastic sock the size of a magazine with a Velcro closure and tab on the side.was debating on if I wanted to use ny/co instead.

Do you have a sketch for the design?

As for the velcro panel I'm unsure at the moment if we should maybe add a standard velcro insert?
I added a velcro strap inside so you can manage it yourself
